Constitution
ARTICLE I
Section 1. Name.
The name of this organization shall be THE OKLAHOMA CHAPTER OF THE SOCIETY
OF THE SIGMA XI.
Section 2. Motto.
The motto of this organization shall be SPondvm
CumvmeS (Spoo-dohn Ksy-no-nayss), "Companions in Zealous
Research."
Section 3. Object.
The object of this organization shall be to encourage original investigation
in science, pure and applied, and to promote the spirit of scientific research
in the University of Oklahoma.
Section 4. Functions.
It shall be the special function of this organization: (1) to hold meetings
for the discussion of scientific subjects; (2) to foster companionship
among investigators in the various fields of natural science; (3) to grant
membership according to the terms set forth below; (4) to publish such
scientific matter as may be deemed desirable; (5) to encourage research
through financial assistance.

ARTICLE II
Membership
Section 1. Personnel.
The membership of the Oklahoma Chapter shall be composed (a) of Members
and Associates of the Society who are actively connected with the staff
or student body of the University of Oklahoma, and any other individual
included in Article II, Section 3, and (b) of Members and Associate Members
not connected with the University of Oklahoma who, on presentation of satisfactory
credentials showing election to membership in the Society, have been accepted
as affiliated Members or affiliated Associate Members of the Chapter.
Chapter affiliates have all the duties and privileges of Chapter membership,
except voting.

Section 2. Privileges.
(a) Associates of this Chapter shall have all the duties and privileges
of Members, except the right of voting and of holding office, with only
such other restrictions as are specifically stated in this Constitution
and By-Laws and in the National Constitution and By-Laws.
Section 3. Eligibility - Members:
The following persons, and no others are eligible for election to membership
or promotion from associate membership to membership.
(a) Any professor, instructor, student * (
see By-Law I (c) 2), graduate, or other member of the instructional, or
research staff of the University of Oklahoma who has shown noteworthy achievement
as an original investigator in some branch of pure or applied science.
(b) Any professor, instructor, or other investigator
connected with a degree-granting institution not having a chapter, who
would otherwise be eligible for membership on the conditions stated in
Section 3 (a) of this Article.
(c) Any investigator connected with a non-degree-granting
institution not having a chapter who would otherwise be eligible for membership
as stated in Section 3 (a) of this Article, provided the nomination, if
the nominee is not already an associate member, has been approved by a
three-fourths vote of the National Executive Committee. In those
cases where the individual being nominated holds a research doctor's degree
from an institution now having a chapter of Sigma Xi it must be clearly
indicated that the election is being proposed subsequent to having extended
the privilege of election to the chapter at the original institution.

Section 4. Eligibility - Associates:
Any person who is currently or was during the preceding year a student*
(see By-Law I (c) 2) in the University of Oklahoma and has completed at
least three years of work toward and undergraduate degree and has shown
marked excellence in his studies in at least one field of pure or applied
science, and given evidence of an aptitude for research in one of these
fields, is eligible for election to Associate Membership.

ARTICLE III
Election of New Members and Associates of the Society
Section 1. Information. Each nomination
shall be made in writing, shall present testimony as to the eligibility
of the nominee, and shall be signed by at least two Members of this Chapter,
who are in good standing. Such written nomination shall be transmitted
to the Council of the Society, or to the Secretary and by him to the Council.

Section 2. Vote of Council. The
Council of the Society shall pass on all nominations duly submitted and
shall present to the Chapter as elected those nominees approved unanimously
by the members of the Council.

Section 3. Renomination. Among
those cases in which the Council fails to reach a unanimous decision, all
nominations on which more than two-thirds of the Council present concur
favorably shall be presented to the Chapter for action. Upon affirmative
vote, cast by secret ballot, of three-quarters of the members present and
voting, such nominees shall be declared elected.

ARTICLE IV
Initiation
Section 1. Initiation Requirement.
Members-elect and Associates-elect shall, before they exercise the privileges
of membership, be initiated at such time after the election as is provided
in the By-Laws of this Chapter, and according to the form prescribed in
Section 2 of the Article.
Section 2. Procedure.
(a) The Members-elect and Associates-elect shall
be ushered into the presence of the Chapter by a marshal or marshals, who
are to be appointed by the President for the occasion.
(b) The President or his deputy shall explain the
aims and objects of the Society.
(c) The President shall next read the following
pledge, to which each novitiate shall in turn assent as his name is called:
"Do you hereby pledge yourself to uphold the principles of the Society
of the Sigma Xi, and to assume the responsibilities of your membership
therein?"
(d) The President, addressing those who have taken
the pledge, shall then formally pronounce them admitted to membership in
THE SOCIETY OF THE SIGMA XI and shall invite them to sign the Constitution.
(e) Each new Member and Associate shall affix his
signature to the Constitution, and shall then receive from the President
the Certificate of membership, and an official emblem, or insignia authorization.

(f) The President shall present the new Members
and Associates to the Chapter.
Section 3. Absentees. Should any
Member-elect or Associate-elect be unavoidably absent from the general
initiation, he may, at the pleasure of the Chapter, be provided with an
opportunity to assent to the pledge given in Section 2 (c) of this Article
and to sign the Constitution. The President shall then formally admit
him to the Society, and shall present him with
the Certificate of Membership.
Section 4. Certificates. The Certificates
of Membership and of Associateship shall be those regularly provided by
the office of the National Secretary. Each certificate shall bear
the signature of the President and the Secretary of this Chapter.
ARTICLE V
Insignia
Section 1. The Keys. The badges
or symbols to be worn by Members and Associates elected by this Chapter
shall be those regularly provided for Members and Associates by the office
of the National Secretary. Each symbol shall be engraved as is specified
in the National Constitution.
Section 2. The Colors. The colors
of this Chapter shall be electric blue and white (the colors specified
in the National Constitution).
ARTICLE VI
Officers
Section 1. Board of Officers.
The officers of this Chapter shall be a President, a Vice-President, a
Secretary, and a Treasurer.
Section 2. Executive Committee. The
President, Vice-President, Secretary, and Treasurer shall constitute the
Executive Committee.
Section 3. Duties.
(a) The duties of the executive officers shall be
those which usually pertain to the several offices together with such duties
as may be specifically provided for by this Constitution and By-Laws.
(b) The Council shall consist of one member from
each of the following areas:

(c) The members of the Council from the given areas
of specialization shall be elected for staggered six year terms at the
annual caucuses * (see By-Law I (c) 1) of the voting members from the areas.
The dates of election to a first full term are as stated after the name
of the area in Section 3 (b).
(d) The President of the Society shall serve as
Chairman of the Council of the Society.

Section 5. Elections.
(a) All officers of the chapter shall be elected
by secret ballot and the terms of the officers shall begin on the first
day of June following their election.

(b) Vacancies in the board of officers occurring
through any cause may be filled by election at any regular meeting of the
Chapter.
(c) The term of office of each executive officer
shall be one year.
(d) Before election of officers, or new Members,
or Associates, the Treasurer shall read the roster of Members eligible
to vote.

(e) Nomination of officers. The Council of
the Society shall prepare a slate of nominations for the offices of the
Society, unless by specific affirmative action at some meeting prior to
the annual business meeting, the membership of the Society has instructed
the President to appoint a special committee for this purpose. One
or two nominations shall be provided for the Presidency, Secretaryship,
and Treasurership; and two nominations for the office of Vice-President.

ARTICLE VII
Meetings
Section 1. Quorum. One-fifth of
the Members in good standing listing Norman, Oklahoma addresses with the
Secretary shall constitute a quorum.

ARTICLE VIII
Dues and Expenses
Section 1. Dues and Assessments.
Each member and Associate affiliated with this Chapter shall pay to the
Treasurer such annual dues as may be provided in the By-Laws of this Chapter,
and such assessments as may be levied by the Chapter.
Section 2. Suspension from Membership.
Any Member or Associate whose dues are in arrears on January 1 shall be
omitted from the roster of members whose names are reported to the National
Secretary. Reinstatement may by achieved upon application to the
Treasurer, accompanied by payment of dues for the current year.

Section 3. Funds. The expenses
of the Chapter shall be met by such annual dues as are provided in the
By-Laws, and by such special assessments as may be necessary.
ARTICLE IX
Amendments
Amendments to this Constitution, if they are (1),
signed by three Members of this Chapter, who are in good standing, and
(2), previously presented to each Member of the Chapter in writing, may
be adopted an any regular meeting by an affirmative vote of two-thirds
of the Members present and voting.
ARTICLE X
By-Laws
By-Laws, not in conflict with this Constitution
nor with the National Constitution and By-Laws, may be adopted at any regular
meeting of the Chapter, by a majority vote of the Members present and voting.

BY-LAWS
I. Nomination Information.
(a) The nomination information for each candidate
must be in the hands of the secretary of the Chapter or of one of the Councilors
not later than March first unless the Executive Committee shall set a later
date.
(b) The nomination information for each prospective
Member and Associate shall include the following points:
(1) Name (complete)
(2) Official rank in University (or position elsewhere)
(3) Degrees: (a) departments, (b) institutions, and (c) dates; or (d)
institutions in which
the Nominee has done graduate work,
including dates.
(4) Honors: honorary degrees; election to honor societies, scholarships,
fellowships;
prizes for scholarship or research;
etc.
(5) Research papers published: title, date, and place of publication
of most recent one,
together with approximate total.
(6) Research projects in progress.
(7) Estimate of achievements and future production.
(8) Signatures of two Members of this Chapter who are in good standing.

(c) The following procedures are to be followed
by those sponsoring candidates for Membership or Associateship:
(1) The Council member for each are will hold a
caucus of members for the purpose of considering potential nominees for
membership
from his area and limiting the final nominations to those candidates generally
deemed to fully qualified for election.

(2) Enrollment as a "student" in the preceding year
will be interpreted as enrollment in the University of Oklahoma at least
as recently as the spring commencement preceding election.

(d) The chapter secretary will provide each member
of the Council with a supply of nomination blanks, together with a copy
of the rules of the Society respecting nomination. This will be done
each year at least four weeks prior to the Election Meeting.

II. Initiation. The initiation ceremonies
shall be held in April or May at such time and place as the Executive Committee
may arrange, except that the date shall coincide with that of the Annual
Dinner.
III. Order of Business.
(a) At the regular meetings of the Chapter, the
order of business shall be the following:
(1) Reading of the minutes of the previous meeting.
(2) Reports of Standing Committees.
(3) Reports of Special Committees.
(4) Reports of Officers.
(5) Unfinished Business.
(6) New Business, including election of officers.
(7) Presentation of Paper of the Evening.
(b) The regular order of business may be suspended
by the Executive Committee or by a majority vote of the Members present
and voting.

(c) Election of officers and new members shall be
conducted at either the February or March meeting, at the discretion of
the Executive Committee.

IV. Meetings. (a) Each regular meeting shall
b on the third Thursday evening of the month, unless special arrangements
are made by the Executive Committee.
(b) There shall be at least five regular meetings
of the Chapter during each academic year. Special meetings may be
called at any time by vote of the Chapter or of the Executive Committee.

(c) At least one meeting open to the general public
should be held each year. Any meeting at which a paper of general
interest is to be presented may be open to the general public if the speaker
and the Executive Committee so agree.
(d) Invitations to the regular meetings of the Chapter
may be extended by the Secretary: (1) To all the faculty members and graduate
students of the department which the speaker represents, at the request
of the speaker; (2) to such guests as the executive Committee or the Chapter
sees reason to invite.
V. Program. A program committee
composed of the Vice-President and two additional members to be appointed
by the Vice-president, shall, in cooperation with the Secretary arrange
programs for all regular meetings with the following exceptions:
March 17, 1932
(1) At the first program meeting of the academic
year, the President of the preceding year shall deliver the paper of the
evening.
(2) At least one Sigma Xi National Lecturer should
be included annually.

(3) The President shall arrange the Program for
the Annual Dinner.
VI. Treasurer's Report. The Treasurer
shall present a report, to date, regarding the funds of the Chapter at
the last regular meeting of the academic year.
VII. Secretary's Report. The Secretary
shall prepare a summary of the activities of the Chapter for the year,
for inclusion with the minutes of the Chapter. A copy will be filed
with the National Secretary.

VII. Dues and Fees. (a) The fiscal
year of the Chapter shall be from January 1 to December 31.

(b) The annual local dues of each member shall be
payable to the local treasurer. National dues will be paid to the
national treasurer.

(c) The dues of each coming fiscal year shall become
due October first and payable before December first.
(d) The local and national dues of the Secretary
and Treasurer will be paid by the local chapter from the chapter funds.
(e) Special assessments must be recommended by the
Executive Committee and approved by a majority vote of the Members present
and voting.
(f) Initiation Fee. Each newly elected Member
and Associate of this Chapter shall pay to the Treasurer, before initiation,
an initiation fee which shall include the National initiation fee, and
the local costs of initiation.
